Our Mission

Webber and Quentin is a diverse and friendly community, nestled in an oasis of calm and busy London Waterloo, a stone’s throw from the Old and Young Vic Theatres. Our estate is comprised of 163 properties. The TMO will provide a local, personalised service for W&Q residents which will improve the quality of housing services on the estate. This will help to create an inclusive, vibrant and sustainable community at the heart of Webber and Quentin, allowing residents to thrive, happy, secure and settled in their homes and community.

Our Location:

The TMO office is located in the portacabin on Gray Street, behind Quentin House 1-8.  

The TMO History

The Webber Row estate comprises five blocks, each of which is five storeys high. These were built in 1905 and are grade 11 listed.  They have three shared courtyards and community gardens. The Quentin estate runs along Gray Street.  It was built in 1948, is of brick construction and has three blocks with flat roofs and outdoor walkways.  It has community gardens at the rear running the length of the street and a meeting basement residents’ meeting space.  

Webber and Quentin tenants and residents’ association (TRA) was set up in 2000. After fifteen years as a successful and committed residents association representing the local community, W&Q TRA applied for a government grant (Tenant Empowerment grant) in 2014 to consult and train residents to set up a TMO.  W&Q served a Right to Manage (RTM) Notice on 15th July 2015, which was accepted by Southwark Council on 24th July August 2015.  W&Q spent 12 months training and developing our TMO Board and in September 2016 we had our final assessment to determine our competency to manage the TMO.

The TMO Offer Letter went out to residents in October 2016 and the council arranged an independent ballot of all eligible residents to take place in November 2016.  Residents had the opportunity to vote in a secret ballot.  Residents voted ‘yes’, so the TMO has taken over the management responsibilities set out in the management agreement as from April 2018.

Webber and Quentin is registered as a Community Benefit Society under the Cooperative and Community Benefit Societies Act 2014 and is regulated by the Financial Conduct Authority. All residents aged over 18 years living on the estate can become members (shareholders) of the TMO.  Each resident can purchase one share for the sum of £1.  Shares are non-refundable and non-transferable and give residents a vote at meetings and allow them to stand for election to the board of management.

The TMO has negotiated a Management Agreement with Southwark Council, who is our landlord, to deliver housing management services to residents living in Webber Row and Quentin House. The Management Agreement sets out the responsibilities of the Council and the TMO.  The TMO is given an allowance by the Council to run the services.  Southwark monitors the TMO’s performance and service delivery to ensure we meet the agreed standards.
